The Group’s democratic structure is clearly defective

 The Future of the Co-operative Group: a NFPC member’s view:

As it stands, the democratic structure is clearly defective. Members’ rights are expressed through so many layers of delegation as to be barely perceptible at the grass roots. 

The only people directly elected to office are the members of the Area Committees, whose influence and powers are minimal. All the higher committees, including the Main Board, are elected by and from the committees below them. 

And the Annual General Meeting is not really an AGM but an Annual Delegate Conference, to which the delegates are also not directly elected.
